Stephanie Muth specializes in health and human services policy, design and operations. Prior to establishing her consulting practice in June 2020, she had over twenty years of experience in Texas state government. After beginning her state career in the Texas Legislature, she held senior executive level positions in health and human services departments for more than fifteen years, including serving as a director of external relations, chief of staff, deputy over social services eligibility, and, from November of 2017 to May of 2020, as Texas’ State Medicaid Director.
Stephanie’s accomplishments include modernizing Texas’ antiquated, paper-based eligibility system for Medicaid, SNAP, and other social services programs. Between 2011 and 2014 she increased online applications from less than twenty percent to nearly seventy percent, and her efforts to modernize the system improved speed and accuracy while reducing costs. She also successfully oversaw a large-scale reorganization of health and human services programs that led to the transition of over 4,000 staff and more than 120 programs. As State Medicaid Director, she oversaw operational and policy aspects of the health care delivery system that provides services to more than four million Texans. She overhauled managed care oversight and increased accountability.
The depth and breadth of her experience in Texas State government has given her a deep understanding of agency operations and the legislative process in Texas. Stephanie has strong analytical and problem-solving skills, and identifies creative solutions to improve systems. She uses her excellent strategic communication skills to direct insight into the decision making and priorities of the health and human services agency and state leadership.
In addition to her Texas perspective, Stephanie has also been active at the federal level, previously serving as the Texas Representative for the American Public Human Services Association, a board member for the National Association of Medicaid Directors, and she is an alumnus of the Robert Wood Johnson Foundation Medicaid Leadership Institute.
Stephanie has a Bachelor of Arts in Political Science from the University of Florida and a Master of Public Affairs from the LBJ School of Public Affairs at the University of Texas.
